To my knowledge, this is mostly used in story formats. As far as I know, the difference between this and the standard Cover (core) block is that the inner content is scrolling when the background image stays «locked» when it is taking 100% of the view height.
If this little feature requires its own block is a bit unknown to me. I would lean on whatever the rest of the reviewers mean.
